I completely forgot all about GTAIV. That has some great voice acting all around.

Mass Effect should definitely get a mention too.

Mass effect for me has the best voice acting, I dont know where you got GTA from though.

Oh another runner up would have to be Heavenly sword , that felt like a B movie...very good voice acting..."Monkey Peaches," Was the best part.

I agree with most of what's been listed here so far. I'm also a big fan of the voice acting done in Wing Commander IV, and many of the classic adventure games from Sierra and LucasArts, like Gabriel Knight, The Dig, etc.
