It all depends on the content. If you have a lot of foliage moving in the foreground in a scene with characters moving in the the background, you will need a high video bit rate to capture the action without ending up with a lot of macro blocking or blurry picture. The Condemned is a great example of a movie with a lot of dynamic motion in the frame in parts of the movie.

But more important than bit rate is bandwidth. Without high bandwidth, you have to either compromise on audio or video quality (bit rate).
