On specs alone, the film should be reference-grade AV jerk-off material, but what you describe is the "look" given by the camera system (ARRI ALEXA 65) and DP's choice of lighting and custom Panavision lenses. Had the production been done a bit later, it would have probably been shot on ALEXA LF and LF MINI cameras.

I didn’t expect to like this but I found a used DVD copy for like a couple bucks so I decided to check it out and thought it was an interesting, though alternative, take on the story.

I like it well enough that when I shortly after found a used 4K copy for (again) like 3 bucks, I grabbed it.
