Default Blu-ray transfer from DVD?

Okay when I heard this from my brother today, this sounds totally ridiculous!! He said that a while ago he read in the news that a lot of the Blu-ray movies coming out are just transfer from DVD in 1080p resolution. I told him that I never heard this before and that these movies are direct transfer from the original format (film or digital) and put in Blu-ray format. How can there be more detail put in higher resolution when it's not there since it'll be from DVD. My brother knows nothing about High Def, hell I was the one who figured out to hook his PS3 on to a 1080i projected TV which he never knew. He was using A/V connection to a 480p TV full screen. Tells you how much he knows about this stuff... heh Has anyone else heard about this?
