is paypal using deceptive tactics to get information?

So I use paypal gift as a way to pay my rent, however recently paypal contacted me by email and brought up a list of these gift charges, then said this:

Occasionally, PayPal selects customers to answer a few questions in
regards to the quality of service they are receiving from their sellers.
Our records indicate on(XX) and (XX) you made a purchase for
the amounts of (XX) to
(XX). Please help us by answering the following questions
pertaining to your purchase experience:

1. Was the product/item received in a timely manner after sending your
funds through your PayPal account?

2. Were you satisfied with the product you purchased using your PayPal
account?

3. If you did not receive your item, did you receive any refund from the
seller?

We thank you for your cooperation. (then they ask me to call them at so and so number).

So obviously they are trying to trap me into saying that this was a tangible product I bought so owe the fees. They called my parents house several times. I just trashed the email and am not going to dignify it. Now today two weeks later I get an email with a similar tactic, it is a link to a survey. The first question ask me if I would recommend to others. The second question asked me if I was contacted by paypal recently.

So again they are trying to trap me, this time into acknowledging I got the first email. The first question was there just to appear as if it was a legitimate survey.

So what the heck is up with paypal? Why are they playing games with me and being so deceptive? Why aren't they just straight forward? It honestly creeps me out.
