was there ever a local bluray release of the extended cut of The Punisher?

is the bluray we have here worthwhile and how's the twin or dual movie set both punisher movies ?

Don't think so. i don't think the extended version even came to DVD in Aus.

Not sure what Punisher you are talking about but if it´s the 2004 version there sure is a extended dvd, from imdb:

An unrated extended cut was released on DVD in the US November 2006, featuring 17 minutes of additional footage, expanding the film to nearly two and a half hours at 140 minutes total.
