a pre order has recently gone up for this on amazon UK, artwork looks great, lets hope they do a good restoration of the movie with lots of extras.

Should I be glad the only noticable difference between this and the UK version is that the UK one has a lack of an annoying blue banner?

I like this one better - cleaner artwork here, IMO. Of course, the artwork on the UK one might change and end up being just like this one.

Blue banner is most likely just a piece of paper.

Since it was announced, I wouldn't expect it to be only limited to certain stores or an exclusive, if that's what you mean.
