I love this film noir crime drama. Why is it not available in the U.S.?

I saw that it is available in France. Why not in the U.S. It is an American made movie, and yet we can not enjoy it on BluRay. I have the DVD. the quality sucks. Will it ever be released here on BluRay, or is this a title that is destined to NEVER be released here?
