Can Different Blu-Rays require different Black levels

I have an LG TV that has a black level setting with a High and Low option. I have always had it set to Low with brightness set to 35. I adjusted this using the HDTV setup guide found on many BBC Blurays.

However, when I re-calibrated using a calibration disk 35 is too low a brightness and and 50 is the perfect brightness for that disc unless I change the Black Level to High where 35 works perfectly.

On my non BBC Blu-ray of Fringe Low Black level also looks too dark and I need to either turn the brightness up to 50 (which would look incredibly washed out and grey on my BBC Blurays) or change the Black level to High,

Am I crazy or do some Blurays require the Black Level to be set to Low and some to High?

What is the difference between High and Low brightness? Does it have something to do with the IRE scale or is it some arbitrary value on some sets?

I'm not sure if its my eyes being used to low but when I set my Torchwood or Doctor Who Blurays to high it doesn't look as good. The white background when the Torchwood Series 4 titles comes up looks less white and the actual content looks kind of like it has tracing paper over it. I just read that all Blurays use the 16-235 colour space so low should always be used. Don't know why Fringe looks so dark under low though.

I believe low is for content that has a 16-235 colourspace and high is 0-255. Apparently BD/DVD only uses 16-235 so low should be used.
