Excuse my ignorance. Can BR DVDs and DL DVDs only be played on BD decks?

Blu-ray Disc are not a form of DVD. That said, Blu-ray Discs or BDs will be playable only on Blu-ray players. Dual Layer DVDs are playable on all DVD players and on Blu-ray players.
