Default Blu-ray relative to NTSC/PAL

I can't seem to find a straight answer to this question.

Is there different video output encoding for releases in NTSC and PAL countries?

Or all discs stored in the same format with the BD player converting to the appropriate video output depending on the television?

BD doesn't come with PAL or NTSC. PAL and NTSC are 'standard (quality)' television standards (sometimes SDTV).
BD comes with viariants of HDTV. These come also in many different flavors, so if you thought the PAL vs NTSC was over, think again.

However, it should be known that BD players will output a PAL signal if mounted to a PAL TV set (same goes for NTSC).

I guess the follow-up question then would be how does Blu-ray account for the 50Hz and 60Hz divide?

I would assume with some sort of pulldown. I'm not sure HD has a divide though I think it might be the same refresh rate for both NTSC and PAL HD
