Sorry I wasn't really talking about Axis vs Allies. I was just talking about neutral countries.

Switzerland established itself being a Neutral Country in 1815 during the Congress of Vienna. So Switzerland has not fought in a foreign war since then. It is also the second oldest Neutral Country, Sweden being the first.
