What are the Best Travel Guide /Books/Articles/Blog or website for helping up people who has to hire a guide in their journey and they are planning for new places ??

I really like Lonely Planet books. i get one almost every time. The Let's Go books are pretty good too. The frommers website is great for information on places and you can post questions for help there too.

Edit, sorry missed the hiring a guide part. the frommers website always has recommended people on there for each area. if there's nothing then post what you're looking for and someone will always reply.

Do you want to hire someone that will escort you during your whole entire trip?

I would also suggest the Fodor's forums. I browsed them a bit when I was planning my 2013 Ireland trip and will start studying the forums soon to plan my 2015 Southern Germany/Northern Austria trip.

Personally, as a solo traveler who is afraid to go without a guide, I tried a few travel guide companies. However, the one that I will book again for my next trip is this company called GoWithGuide.
