Well, this will certainly be interesting if it happens, since the original Mulan 2 was all about having a marriage with Captain Shang, who has apparently been removed from the first one. As per the Wikipedia:

Studios do this to make people think they are confident in an upcoming film. They want you to think "Well, it must be good if they are already planning the sequel". If the film flops though, you will never hear about the sequel again. Kind of like Ghostbusters 2016 or that recent King Arthur movie.

There's no need for them to wait for the first box office weekend to start preliminary development for a sequel. Scrap the bit of work they've done prior to even hiring a director if Mulan very unexpectedly bombs.
This is probably standard for a film like this to the level that it's hardly even newsworthy, except to maintain first movie's presence in the news like Bugg says. |

Why? They’re likely got people sat around doing nothing with little going on, and likely nothing on the horizon. It costs little to plan and likely save money in the long run, of the film disappoints, then the plans can be dropped with little repercussions. And if the film’s a success, they’re already prepared to move forward with it.
