If by showrunner, you mean "guy who ran the show into the ground", then it's Chibbs all the way.
I'd rate RTD and Moff roughly equal, but Smith and Capaldi were generally better Doctors than Tennant and Eccs, so Moff wins. |

Hard to say, but I'm going to go with RTD. There's just something so special about the Tennant era that has yet to be matched imo.
That said, nobody could create hype like Moffat. What he did for the 50th anniversary of the show was great and I really hated the fact that Capaldi left. |

Russell also for me, and I am super-happy he's back at the helm.
He's the one that most understood the lore. Moffat is like Whedon. At his best he has no rival (my favorite episodes and specials are probably all written by him), but if he's not given strict boundaries he'll overdo, exaggerate and ruin. Chibnall didn't enthusiasm me much. |
