Yes, and although the 4K UHD disc has a Region B logo on it, the 4K disc is region free.

When you select the English audio track in the menu, it will by default play back the movie in English without any German subs, and will display appropriate English subtitles (2ENG subtitle track) for the bits when talking with the Ochi creatures - so they went above and beyond to make this English friendly. Though, for those that need subtitles due to hearing issues English subtitles are not available for the whole movie - only the Ochi creature bits which have non-English language. I didn't watch the whole movie, just key parts to check out how the subs were handled.

NOTE with this release, however, I think I know why A24 released this as a 1080p Blu-ray. While the German release has HDR, its essentially SDR in an HDR container - MaxCLL 217nits, MaxFALL 109 nits. Not to mention the lenses used to shoot this movie are known for not being particularly sharp.

So if you want to save some cash, you aren't missing out much with the USA 1080p blu-ray, though here you do get native 4K resolution and the expanded colorspace. If you live in USA given the price difference with importing (especially now with tariffs etc), I'd recommend just going with the A24 1080p BD unless you are a superfan of the movie, since you aren't losing much with SDR in this case.
