This is basically to make the image brighter, for better viewing in brighter rooms, and also be able to increase the brightness and colorfulness of a conservative HDR grade so that it showcases what TV can do, original artistic intent be damned (though artists will have tools to control exactly how that will be done to the image).

There will also be a Reference Mode for those who watch in ideal dark environments and just want the image to be as accurate as possible to the HDR grade itself.

In other words, Dolby Vision 2 is to accomodate people who don't watch HDR in dark environments and who don't care about image accuracy, people who want the image to always "pop" and to also be watchable in bright rooms. For videophiles, who already watch in dark rooms and are seeking accuracy above all else, this doesn't change anything really, aside from the new motion controls perhaps, which I strongly doubt will ever be widely adopted.
