I know that if you preorder something from Amazon you get their pre-order price guarantee. But does the 30-day price guarantee apply to the date you pre-ordered, or when the item ships?

Like I preordered The Water Horse when it was down to $16.95 -- does the 30 day price guarantee start when I placed the preorder? or when it ships? Thanks for the help.
