Default mpeg2 encoded Blu Ray disc not playing smoothly

When I play Blu Ray DVD encoded as MPEG-4 AVC like Cars, Ratatouille
or VC-1 like Polar Express it plays fine.

But when I try to play a Blu Ray like Over California encoded with mpeg2, I have issues with the playback.

I have found that the "Over California" one has a high bit rate almost 40Mbps.

The DVD has no issue as I tried it on my friends Playstation 3 and it plays perfectly.

Now can anybody suggest what could be the solution to the issue.

My m/c is a Compaq Presario SR1710NX with 3 GB RAM, Windows Vista Ultimate 32 bit, Power DVD Delux 7.3.3516, LG GGW-H20L Blu Ray burner and Sapphire HD 2400 PRO PCIe vide card.

The Bly Ray drive is connected to a SATA1 (150Mbps) connector.
