Default 5.1 sound in a 7.1 configuration: How?

OK, maybe this has been asked and answered already, but doing a search that could actually find it is difficult. The basic question is this:

Let's say you've got a 7.1 system, but your source material is 5.1, as most all movies out currently are. Where should the "surround" be heard, assuming you leave all "enhancements" (Dolby ES, DTS Neo, etc.) OFF, rear or side? It would seem to me it ought to be rear, but at least for two receivers I've investigated, they seem to choose the side surrounds and will activate the rears only in one of the enhancement modes?
