Personally I would have put Khan in the Number 1 spot. What other bad guy can look good, steal a federation starship, and almost kill Kirk while spouting off lines from classical literature.

And Commodus wasn't that great as a movie villain, if you'll pardon my opinion - he was an incredible character - but he was weak, sniveling, etc, etc. My thesaurus fails me right now,

I think Episodes I, II, and III all tarnished Darth Vader's image, and why isn't Emperor Palpatine on that list?

I agree with that completely. I find it funny that as far as villains go, he is the most overlooked. Without him, Vader probably wouldn't have existed in the first place.
