I'd like to know if the Blu-ray association is finally operative, and if so how is possible to contact them.

My suggestion would be to goto http://www.blu-raydisc.info/ and use the Contact us page. Hopefully they can help you get in contact with the right person.

I will write to that mail address, even if I fear that is an only to get the developer license.
I'd need to talk to someone from the association that represents the Blu ray technology for an important business opportunity in the EU.
Do you may have some advice?
