This is going to sound odd, but look at thrift stores for VERY cheap frames. I've bought framed pictures for $5-$10 which is dirt cheap for the frame itself. I just throw the picture out and put a poster in. This way you can get the frames you want and the poster a lot cheaper.

if u're looking for frames, i've gotten mine at wal-mart, target, and michaels. 24x36 i've gotten for $10, 27x40 were $19.

as far as posters, ebay, especially if u're looking for older movies. i just got a raiders of the lost ark for $7 and bought a double sided The Incredible Hulk for $1!!!

ITs hard to find some of the odd sizes, like 11x17, i have 2 12.5" x 19" im trying to frame now, looks like ill have to get some 18x24's with some matting. its just hard to pay like $30 to frame 1 poster/litho, i also have a 27x38 Wall-E Double sided poster i used my disney reward points for that i need to find a big frame for.
