Default Line breaks and wrapping in News comments

When commenting on News stories, below the Comment box is the following text:

When writing comments, avoid manually breaking the rows in the text-area using the enter/return key. The text should still wrap automatically and look good, so only use the enter/return key when you want to force one or several line breaks in the text.
Now, I don't personally know anyone who actually uses manual line breaks in their typing, other than adding space between paragraphs, but I know that my posts in the News section always suffer from bad line breaks, because I surf and post to this site using Safari.

However, the site's coding is actually faulty for the Comment section, which is why my line breaks show up normally in the Forums but badly in the Comments.

The coding for the comment frame in News shows:

The problem is, ' wrap="on" ' is NOT a supported attribute for a textarea. The only supported attributes (which aren't even part of the WC3 standard) are "HARD", "SOFT" and "OFF". Safari treats "on" as "HARD", and sends the extra carriage returns.

If this attribute was changed to "SOFT", it would fix this problem for Safari users (and potentially other users), and still behave the way people expect it to behave on all other browsers.

Not sure what it would take to change this, but I'm fairly confident that it's just a single, re-used frame source that would only need to be changed in one or two files.
