found a bunch of mpeg-4 avc/h.264 high profile samples from FastVDO here: http://www.fastvdo.com/H.264.html, ranging from 176X144 @ 109 Kbps to 1280X720 @ 3.73 Mbps

they also provide a dshow decoder there
