when i try to do it. it says that i cant get connected.

Connected to what? All you have to do is just get a police car and press L1 to catch 20 criminals.

Early in the game the server is down.

Only time I've seen that is when I failed at one and had to retry. It wont let you connect because its updating for that one guy.

Have you completed the missions where you need to use the cop car? Maybe that ability isn't unlocked until then.

I got my 100% a couple of months ago, and am trying to get all the trophies still. The online ones are tough to work through.

...just wait there is trophies out for GTA 4, wow im behind, never really play anymore so thats probally why

Yeah, I'm guessing they released a patch for trophies. I haven't played it since June so it's probably time for an update.

+1 that means im gonna have to got throught the game again to get all the trophies, which GTA 4 campaign is VERY time consuming

yeah the patch came out awhile ago, a lot of the trophies just come with completing the different missions in the game, but there are some other ones that are side trophies and require some work, there are also a handful of trophies that you have to do online
