Question Are older movies better on Blu-ray?

I finally upgraded to a blu-ray and now have a question about movie quality on older movies especially.

The first blu-ray movie I saw was Hancock and the video quality was astounding, which is why I upgraded. Now I have questions about older movies that were never originally released in blu-ray.

Now older movies are being released in blu-ray and I want to know a few things.

1. Is it just BS packaging to sell an older movie at a higher price?

more importantly

2. Is the picture quality and sound significantly improved to be worthy of a blu-ray investment?

I mean if the movie is 6 years old and is being re-released on blu-ray, is the picture quality that much better?

Any help is appreciated.
