I would say Japan too.. Living in Ireland, I can say its probably one of the least high tech..

Japan, they create new stuff, use it for a year or so, then when the U.S. comes calling, they take it off the shelf, blow the dust off of it and introduce it as the 'latest and greatest thing!'

Another retort

Because of US politics the company my father was an engineer at in Montreal wasn't allowed to bid on the wiring harnesses for the Apollo Command Module. They believe to this day their product would have prevented the Apollo 1 fire.

They were totally shocked by the shoddiness of the wiring systems.
