Futureshop did Pirates World's End DVD Steelbook in exactly the same way. The steelbook was empty until you took the discs out of the DVD keep case and put them in the steelbook.

If they are sealed separately

as then I can have a sealed steelbook and the movie to open and watch. If they are factory wrapped together I will pass as I do not open my steels.

I keep my Steelbooks sealed too.
Actually every FS release before POTC 2 were an amaray and they gave you an unsealed/empty Steelbook at the cash as long as they were avalaible.
Than it was the side by side packaging. (POTC 3, Ratatouille & The Jungle Book)

I Really wish it's not packed side by side.
I won't mind if they are sealed together as long as the Steelbook's on top of the amaray!
