Default 100hz TV question

Hi

I hear about these TVs in the US that are 120hz capable but if i buy a 100hz PAL TV can it actually display at 120hz if the source is blu ray?

I would think that if you set the blu ray to 24fps, in 120hz mode it would work out as 120 / 24 = 5 but 100/24 = 4.16666

Can anyone explain to me how this works?
