What is the best thing when not using your computer to save energy? Shut down, standby, hibernate, or leave it up and running?

I don't know if it's true, btu My brother who works IT said that you should just elave your computer on all the time since powering the system on and off is harsher on than just leaving it on all the time. Modern game consoles use more power than a typical PC now I think so it's shouldn't be too much of a hassle.
