Question playing Pixar shorts before film

Why do they not have a menu option to play the short & feature film together? Is there some legal issue similar to the way they break up doc. type extras into small bits to avoid fees?

I think its mainly they think that most people wouldn't like to watch the short before hand so they just throw it into the special features menu.

It's actually pretty easy to get them to play together if you'd like (I know I do it with groups and whatnot).

Start the movie, hit pause immediately, bring up the pop up menu and select the short. When the short is done playing, it'll start the movie back up.

Still like to know why they don't just put it on the menu like they do with the cine-explore feature.
