Default Can I repair scratched Blu-rays?

Here is my dilemma:

I have been purchasing used discs on E-bay, and with the exception of 2 out of 70 discs, everything has been great. I've saved about $7 to $15 per title, by purchasing used. I can't test the discs, because my PS3 is far away in Korea. I am on vacation with my parents in the USA now.

One disc is a movie, and it is lightly scratched. I have a feeling it's going to be fine. I left negative feedback, and the guy on E-bay went ballistic and all but threatened me, warning me about "karma."

The other Blu-ray is a game, and it is very scratched -- especially near the edges. The ad said, "Good Condition", but it is anything but that. The seller is a pawn shop (should have known better than to buy a disc from such a lo-life crap place). After two days, they have not answered my e-mails for a refund, despite the auction stating that they will refund within 7 days if I'm not satisfied. It was bought via paypal, and I'm going to look into what should be done next.

Is there any way I can buff out these scratches? Do you think it will even play?:
