What's the significance of this Blu-ray Disc Read-Only Content Participant Agreement? Looks like Disney and Lionsgate are not in this agreement.

BDA should make the studios met their requirement before licensing them to sell blus

for example, enforce all studios to provide subtitles including cheap ass studios.

They should revoke license if they did not provide subtitles
