Default How are Codecs chosen?

I recently saw Pan's Labyrinth (PS3) on a LG 37" HD Ready (768) television and was stunned at there being no de-interlace flicker. I pointed this out to a friend and he said "it's because the transfer is VC-1. AVC will give you the 1080p-to-1080i flicker."

He went further to say that the majority of VC-1 transfers are from HD DVD masters, but i pointed this out as not being the case as Pan's Labyrinth and The Nightre Before Xmas were all mastered for Blu Ray only.

Which leads me to the question of how Codecs for Blu Ray are chosen. What makes a studio choose Mpeg2, AVC or VC-1?

I would assume there are a couple of factors,

one would be price. I wouldn't be surprised if smaller studios, especially, might use Mpeg2, since the software for it is probably cheaper.

Second would be who is actually doing the encode. The person doing the authoring may be more familiar/prefer working with VC-1, or AVC, or whatever.

I can't speak to the majority of VC-1 transfers being from HD discs.
