Onkyo 606 question

I'm a newbie needing some advice. I have a Sony dbp-350 and looking for surround sound. I've looked at the Onkyo 606, but not sure it is right for my situation. I live in a small townhouse with neighbors on each side, plus we have a 10-month-old baby and hope to have another baby in 18 months. That means the volume will be very low for the next 4-5 years. Plus, I'm willing to lower my standards on quality and stay at 5.1 to save money - kids are expensive.

So, know of any reciever that isn't junk for around $200? Also, any recommendations on a 5.1 speaker package for about the same price? Unfortunately for me right now, every dollar counts.
