(I don't care either way because the Umbrella release will ultimately be superior.)

I don't know if there is an official date yet. It's usually most of July though. This guy on youtube asked a B&N worker who gave him a date of June 27th. He also mentioned a "cult" sale starting tomorrow with MVD and other titles for 50% off. Starts around 6:45

Probably streaming compression, even with the limited resources used for it.

That said, it really depends on the encode. Curzon confirmed they are using VDMS so their presentation will definitely be superior to Criterion's.

That said, MifuneFan pointed out that Criterion might potentially have exclusive rights to a director commentary, but the Curzon release is still stacked with extras.

I think it’s also, at least partially, an artifact of the chosen animation style. There was at least some discussion of this during its theatrical release too, IIRC.
