Vader having no human legs also slows him down just a bit. But the real reason is Vader started using the overwhelming power that comes from the rage of the darkside instead of agility when he became the Dark Lord of the Sith.

Sure he could move faster if he wanted, but he would rather just physically and mentally dominate.

Bootlegs, likely based on HDTV broadcasts.

I don't know who told you that, but if you can buy them there bootleg. Not official, and I'm sure the quality will suck.
