It is the director's vision of dragonball should be. A directors vision of what a movie should be either means 2 things
1) Great Movie
2) Epic Failure
On one of the blogs, there was a (supposedly) discarded earlier draft of the screenplay that gives us a few clues about what remnants might stay in the final version--

To spare you reading the whole thing, the pertinent highlights (of the version we're not officially getting):
- The setting is Earth, but a catastrophically re-geographized Earth after some "ancient disaster"
- Legend has it that Piccolo Sr. was the disaster, but was so long ago, most pass it off as superstition, and just blame the science of tectonic plates,
- Goku, commuting from his grandpa's house to college, is zero-to-hero "misunderstood" because he still believes his grandpa's stories about ancient aliens trying to destroy the world singlehandedly,
- Bulma is the only one to believe him, since both are searching for the Dragon Balls,
- Mai is working on her own to bring back the Balls for Emperor Pilaf (who probably won't show up in the final version),
- The early-script doesn't even contain the Tournament, or Master Mutaito facing Piccolo before, and only has the big showdown occurring at an ancient temple, proving that all the "legends" really were correct, etc.

I'm guessing rewrites tried to take it closer to the Tournament storyline of the source material, but that's not to assume that every script-draft element was dropped in the process...
