its not called american treasure. national could mean any nation. not like the title ties it down to anything anyways

Americans refer to things like Mount Rushmore, historical documents like the Constitution and Declaration of Independence as National Treasures.

Things don't have to be labeled "American" to be American.

I think the Eiffel Tower is referred to as a National Treasure as well, and it's not American.
