I saw it at the dollar theater a few weeks ago and agree it was a step down from the first movie. There's definitely a lot of dead weight and at times I got a little bored with where the movie was going, with a few exceptions.
[Show spoiler]I'd say it's worth a rental if for no other reason than the hilarious Choozy Doozy game show moment. Also loved the Nick Webber version of "Stay," with his goofy improv lyrics thrown in. And the ending montage was great. There's definitely potential for a third movie if the writing is strong.
