Most likely, he is not in The Punisher or Blade movies because he didn't create them and/or wasn't involved in the comics... unlike the others. (X-men, F4, Hulk, Iron Man, Spider-man, Daredevil...)

For the most part he is only in the movies of characters he created or helped create.

Blade - Not in any of them.

X-Men - Hot dog vendor when mutated Senator Kelly come out of the water

X2 - Not in it

X-Men: The Last Stand - Man with water hose at the beginning, Chris Claremont was the man with the lawn mower.

Spider-Man - Pulls a kid away when the balcony falls during the World Unity Festival

Spider-Man 2 - Pulls a person away when part of the building Spider-Man and Doc Ock are fighting on falls

Spider-Man 3 - Talks to Peter Parker on the street, says his catchphrase "Nuff Said"

Hulk - Security guard at the beginning walking and talking with Lou Ferrigno

The Incredible Hulk - Man who drink the tainted soda.

Iron Man - Mistaken for Hugh Hefner by Tony Stark at the fundraiser.

Fantastic Four - Wily Lumpkin, the mailman of the Baxter Building. This is the only time Lee has played an actual character from the comics.

F4: Rise of the Silver Surfer - Plays himself trying to get into the wedding

Punisher - Not in it

Elektra - Not in it

Daredevil - Man reading the newspaper about to walk into traffic, young Matt Murdock uses his walking stick to stop him from stepping off the curb.

If you don't like an entire movie, {or series of movies} just because it pays rightful homage to the person who made ALL things Marvel possible. Especially since it's maybe a 30 second cameo...
