Windows 7 support will end in *2 years*. If you are buying a PC now, you gotta start thinking about Windows 10. Early this year, ransomware struck many PCs that were behind on security updates by only a *few months*. Once Windows 7 updates are gone, you are immediately unprotected and risk being the next hacking victim. This is not the time to be paranoid. Either get Win10 now, or make sure you get it in 2 years.

Your Radeon 3000 is fairly old, so any card on this list should be a lot better. The benchmark numbers are indicators of their speed, and there are many sub-$100 cards with good speed. If you are not gaming, you can aim even lower. Get the card's full specs including length, width, no. of slots needed (some need more than one), power requirements, and, for you, Windows 7 support (which will be gone eventually just like XP support was gone). Just get Win 10 now so you have one less thing to worry about.
