It does allow a US user to choose a provider, like US iTunes, so they can access their movies anywhere without the geolock. But it doesn't or shouldn't work with non-US providers.
The great news is that iTunes is not geolocked. You can have a US, UK, Irish, French, and various other iTunes accounts so long as you have enough email addresses. You'll also need a physical address in the country where you are making an account. I have a US and a UK account so I when I import Blu-rays from the UK, I can redeem the iTunes digital copies. I also was able to get some of the freebies from the UK iTunes store.

Just out of curiosity though do you have access to extra content from iTunes that Vudu doesn't have and vice versa?
