No. It was timed exclusive to PS3 until R* figured out how to port it without cutting anything to 360 (because of size limitations), but MS made them an offer they couldn't refuse.

Please don't allude to friends in the industry, if you are an insider state it. If not then please don't pretend to have inside contacts, all it would take me is a couple of phone calls to check (and then ban you for lying).
