The big outcry is for Sony to make it mandatory or to implement it via the OS/XMB. The best solution is for Sony to do it via the OS as the system could be 100% compatible with all games past and future while a developer implemented system will require patches for released games.
I'm going to PM you about this.

System level persistent chat is the most important online feature that the PS3 is missing, in my opinion.

As long as they don't have this, it's very difficult to really play with your friends online. Pretty much all of the online features with friends require coordination where all involved parties have to be ready and do something on their ends to make it all work. There is currently no way to actually cause this to happen via the PSN.

You have to contact your friends through some other medium (like telephone) in order to coordinate the experience and make it actually happen. Otherwise, everyone is flying in the dark.

This pretty much kills online gaming with friends. You have to be pretty determined in order to make it work the way it is now.

If anyone from Sony is listening... I didn't buy your blutooth headset so I could listen to 12 year olds swear when I shoot them. I don't want to hear strangers in a game I'm playing. In the middle of an FPS battle is an awkward environment to meet new people. That's what something like home is for. I want to hear and talk to my own friends only when I'm playing most games.

Really, right now voice chat is available at all the times when I don't want it, and not available at any of the times when I do. The support for it is really backwards.

I agree, persistent voice chat through the OS is an absolute must.
