Could it be the player that he's watching it on that's the problem? When i first watched Die Hard and Unforgiven on an Xbox one S i couldn't see what all the hype was about. I was distracted by the heavy grain. It wasn't until i got a ub820 that i could see what i had been missing. Unforgiven went from my least favourite 4K to being just out of my top 10.
Yes there is grain in parts of fallout but from someone who dislikes grain, it's not a deal breaker at all.

Totally agree there bud.I thought the movie was good but that grain was a headache for me.I have a full on Atmos system also, and thought the soundtrack was ok. I thought it was a little bit of a backward step in the video department. I don’t listen to the reviews drummerboy as sometimes I see things different. I definitely know where your coming from though.

I don’t think so. He’s been on here for years and everyone here knows he’s a straight shooter with no bull crap. No, Mouth. You wondered out loud why Wizard of Oz looked better in your opinion, and I explained why they don't look the same even though they were both shot on 35 mm and why the reviewer give Fallout high marks for the picture quality, which absolutely deserved. I don't give a good goddamn either way, I was politely trying to explain to you why one shouldn't be compared to the other. Believe whatever you want, makes no difference to me.
