I've been chatting with a Target rep this AM to try and clarify why the 20% off offer doesn't apply to online orders when items that are clearly Delivery Only are tagged with the offer and the offer itself says in the fine print that it applies to in store or online. Target clearly screwed up excluding the online option. Hopefully it's fixed soon. As it stands, they are still reviewing and I've asked them to escalate for review.
Update 2pm: After providing screen shots and cart info, they replied to send them a DM. Not sure what else they need and why a DM is now needed but I sent them one. Clearly just playing roulette with different CSR's at the moment. Update 2:35pm: Received this response - "This offer is for in store, order pick up and same day delivery. When you click to view the details it shows the shipping option as grayed out because that is not an option. When viewing items online you will notice there are different delivery methods depending on the location which is why they are showing as available for a promotion. I hope this helps." Needless to say, this is not correct so I pushed back by telling them about an item that is Delivery Only. If it is truly located in a store somewhere for pickup or same day delivery, to send me the zip code. It's clear as day that Target screwed this up and if it was their intent to exclude online orders, they did a horrible job. The Terms and Conditions of the circle offer says "Valid in store or online". How can it be valid online for an items that's Delivery Only??? To be continued..... Update 3:30pm: Received a response stating to just place an order, let them know the order number and they'll credit 20% back. I did this but an still 100% certain this is a screw up on Target's end. Anybody else order Creepshow Season 2 and just have it “stuck”? Says its been shipping for 3 weeks now and was supposed to arrive by the 13th. Spoke to customer service last week via chat and was told someone from the shipping department would be in contact within a day but have heard nothing. I can’t even cancel my order. It’s just stuck in limbo

Target just canceled one of my orders, after approving a new date for weeks... I've been approving delays on about a dozen items for a few months now... I expect more cancelations.

I've approved delays twice for the HARD TARGET 4K, but now I'm thinking that might be a futile effort, as I think since the reissue will have a different UPC, Target won't connect the two and the version I've been approving no longer exists.
