Criterion plans the 50% sales, and clearly select titles geared towards sale months. Just look at the tiitles, and the amound of them they release in July and November for example. So no, the sales are absolutely not hurting them, and almost certainly the opposite.

None of us really knows exactly why the layoffs happened. It was mentioned that they also had layoffs in 2013. I thought about any significant changes that might have happened then, and the only thing that came to mind was the shift to Dual-Format. I googled it, and sure enough that happened in 2013. Similarly, over the last year Criterion added 4K, and started doing Dual-Format releases again, and also started decreasing the amount of DVD releases they are putting out. Are these changes related to the layoffs? I have no idea. It's possible that dropping DVD releases, which I'm sure they hoped to offset with 4K sales, hasn't panned out as well for them yet. I'm sure transitioning to 4K also came with new investments, and costs, which they might not be seeing returns on yet, or for some time to come. While these layoffs are upsetting, it does not necessarily spell out doom and gloom for the label, but rather a sign of them adapting to the market, as I'm sure they've done numerous times over their 30+ year existence.

It’s possible libraries and other institutions are buying less titles too. I know my local library won’t even accept donations of media.

We also don't accept donations at the library I work but it's not because we buy less, quite the contrary, we still buy plenty of movies. My boss just doesn't want us to accept donations since we already buy so much and have limited space, which makes sense. So I wouldn't look into this too much if I were you, it's a pretty common thing. :P
