I gathered that... but I wanted to make sure since so many people use the two terms interchangably.

OP.... If you have an external drive that you use for storing your important data... formatting isn't near the hassle it used to be. If not.... now is a fine time to invest in one and move your data over.

Yeah, I saw in this week's Best Buy ad a Seagate 1 TB External Harddrive for $110 which is pretty damn good if you ask me.

May i use the last good configuration option using F8 or F5 ?

That's worth trying. if oyu have system restore turned on then you could roll back latest drivers, etc, to see if one of those caused it.

Alternatively, you can use system repair.

I've personally never been a huge fan of this as far as doing it and then continuing to run Windows afterward as a permanent solution. I think that would be best to use only as a stopgap so that you can actually get to your OS, before you wipe it. It might be worth a shot, though.
